Me...it's not criminal offence if you decide not to register. It
is only a criminal offense if you are not a Ghanaian and you try to
register for Ghana card or you know someone is not a Ghanaian, but you
decides to take money from them and go and swear an oath to guarantee
for them that they are Ghanaian. A WORD TO THE WISE..
